Windows 10 2019-12 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4530717) not Updating Properly

My 2019-12 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4530717) is not updating properly on my laptop.

Everytime it installs, when it is finished, an error pops up and it starts all over again.

Is there a solution or reason for this?
