Windows 10 MSRA Remote Assistance not working for "Offer Remote Assistance Helper"

Hello,

we are facing an issue on Windows 10 1903 devices.

On most of those devices we can't send a "msra /offerra" request as an registered Helper (local group). But if we send it as an registered admin (local group) on the device we can send a request.

Any ideas?
