I deployed fresh Windows 10 1903 and 1909 while trying to t/s this issue.
As soon as it installs, I'd open Settings - Apps - Default Apps and select my default Video Player. In most cases no issues there. BUT when I add ANY user to this machine, when that user tries to do this, the whole window crashes and goes away. The application log shows the following:

I've figured that this is something to do with the local default profile obviously. I've tried manipulating this many times and when I copy profiles to Default folder, I make some progress but I don't know what exactly fixes it and I also don't know why this doesn't work right outside the box, because I am not making any changes.
I've tried with new admin and reg user and it's the same. I also tried using 3rd party tool which helped me get it to work (defprof.exe) but I can't use their tool because ForensIT runs the service on the box and customer doesn't allow it.
Any help is appreciated.
