Windows 10 Cortana search icon and box don't do anything when selected

Nothing happens when I select the search icon and I cannot type in the search box. Here's what I have tried so far:

Stopped/started Windows Search and restarted

Ran SFC /SCANNOW and restarted

Ran DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH and restarted.

Note that it is in a domain with many other Windows 10 1809 computers, all computers and users have the same policies, and this is the only computer with this problem.

Any ideas how to make the icon or search box work again?
