Windows 10 Remote Web Link to "View PDF" Brings Up Save As Instead of Viewing PDF

Hello:

I'm bringing up a remote site that has links to PDF files entitled "View PDF". Instead of viewing, it brings up a "Save As" dialog box instead of viewing it. I tried all sorts of settings to change the behavior, but so far nothing works.

I'm using Chrome. Windows 10.

Any ideas?
