Windows 8.1 Start Screen background - stretched not centered

I have been looking around for the acceptable resolutions or sizes of a background for the Windows 8.1 Lock screen. I am working with a jpg file that is 65KB in size. Paint reports it as 320 x 240 px. However, when I select it for the Lock Screen, the picture is "stretched". The top of it is cut off. The image is fuzzy and pixelated. Is there any settings to set it to Center and not Stretched?
