Windows 10 Transfering Windows 10 Retail Licencing under Enterprise Agreements.

Are retail windows 10 license's purchased from a reseller and then brought into the business under an enterprise agreement transferable to another device? We have purchased 5000 license's costing considerable $$ as the devices did not come with an OEM license. We are about to upgrade some older/ obsolete devices which have been decommissioned and the Windows 10 OS removed and the HDD destroyed. Can I use the with new upgraded versions. Can I transfer the license's from the decommissioned devices to the new devices?
