Windows 10 Tweak to open any number of image files in Win32 programs simultaneously?

When trying to open 20+ images consisting of multiple file extensions that are all associated with the same program, Windows 10 will disable the ability to open them all simultaneously. Instead it will, without warning, make the default action both in the Right-Click context menu and when pressing the Enter key "Set as Desktop Wallpaper".

In this image you can see that I've associated multiple files to Mozilla Firefox which is a standard piece of Windows Software (not a Microsoft Store App), a program which has excellent multi-tasking support and Windows will not let me open all of the images simultaneously with that program: https://imgur.com/1swkuOH


This was never an issue with Windows 8.1 and older, the issue also doesn't occur if images are associated with a Microsoft Store App like "Photos" which is included with new installations of Windows.

I looked for answers to this a couple years ago and came up with nothing useful. I'm familiar with Registry and Group Policy editing.
