Windows 10 Cannot disable Toggle Keys

I have two desktop computers. Both running Windows 10. One uses a USB keyboard. One uses a PS2 keyboard. This past week they have both experienced Toggle Keys turning on and all my efforts to turn off Toggle Keys have failed. I am a heavy user of the number pad so this is frustrating that the number pad is disabled. I've even made suggested changes to registry using regedit. If I manage to turn it off temporarily it turns back on within minutes or after booting up. I've scanned for viruses. Both are clean. Frustrating. Any suggestions?
