Windows 10 Keyboard fails to work in Windows 10 and Microsoft edge but not else where

Have Windows 10 64bit computer that can be logged into using the keyboard.

If I tried to type in the windows 10 lower left search box, no letters appear. The top app windows appears. If I try to type into Microsoft edge, no letters appear.

However, I can type into Word 2016, into Google Chrome and even into Internet Explorer.

Also note Microsoft spotlight is stuck on the same picture.
