Windows Defender Offline Scan (unresponsive)

I read across the place and ... didn't really see anything really useful.

Windows 10 Pro 1903 here.

I did SFC SCANNOW, and it said that there are some errors and are fixed. But I restarted and the scan still don't work.


Someone told me to register the dlls.


regsvr32 wuaueng.dll
regsvr32 wucltui.dll

regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 wups.dll
regsvr32 wuweb.dll
regsvr32 atl.dll
regsvr32 mssip32.dll


Among them, wuaueng.dll, wucltui.dll cannot be loaded because there is no entry point.
softpub.dll, atl.dll and mssip32.dll loaded fine.

wintrust.dll and wups.dll report error 0x80070005. Do I have to be online?
initpki.dll wuweb.dll cannot be found.

SFC did fix the corrupt windows "welcome" animation loading circle. it wasn't showing (at all) before then.


A little background:

I was using a tool from my friend (that had html files) and windows defender reported virus Ramnit. Then I did custom scan on my removable drives and deleted numerous Ramnit instances. Also cleaned a few Oneeva instances.

I did a full disk scan and a few Ramnit instance pop up. They are from relatively new html documents created.

I then was kind of worried, and tried to do a offline scan but found it to be not working.

Which kind of add to the mystery to it.


It's only a Ramnit. What had it done?
