Windows 10 Startlayout applied in GPO fix all tiles

Hello.

I am dealing with this strange issue in my company. We have w10 1709. I did and startlayout export and applied in GPO.

I works fine regardless the user can't pin or unpin tiles in start, even If I set "LayoutCustomizationRestrictionType="OnlySecifiedGroups" as you can see down here:
