While uninstalling a network driver using dpinst.exe, I am seeing the following error in the setupapi.dev.log file.

cmd: dpinst.exe /U "C:\WINDOWS\system32\DriverStore\FileRepository\rbtnfd.inf_amd64_a205f92116b4e21b\rbtnfd.inf" /C /Q
dvi: Driver still has references, so no changes made

The driver is a signed driver.
The result of this is that the driver is not uninstalled and the networking on the adapter is broken
I am not able to understand the cause of this issue.
Any help would be appreciated.
