Windows Security Center Service off

I was trying to troubleshoot issues with windows 10, version 1909, build 18363.657, and entered safe mode to clear temp files and then run a scan with Windows Security.


When I opened Windows Security, the 'at a glance' menu was blank. I opened the settings and clicked on 'manage providers'. Under 'Antivirus' it reads: no providers; under 'firewall' it reads: no providers; under 'web protection' it reads: no providers.


When I am logged onto my admin account (and a newly created local account) in a normal startup environment, the 'at a glance' screen shows all of the information indicative of a normal Windows Security senario. 'Manage providers' shows - 'Antivirus' it reads: Windows Defender Antivirus; under 'firewall' it reads: Windows Defender Firewall; under 'web protection' it reads: no providers.


While in safe mode, I tried to select 'turn on now' for 'Windows Security Center Service' under the Security & Maintenance section of the Control Panel. I then receive an error message that reads "The Windows Security Center service can't be started." No solutions are offered.


Can someone please advise? I feel like the security of my laptop is compromised. I've had multiple issues with Windows 10 since upgrading from Windows 7 about 3 years ago. I've tried reinstalling the OS, clean installs, etc. and still continue to have problems.
