Windows 7 What triggers the Desktop\Desktop.ini file to create entries in its [localizedfilenames] section??

I just noticed that when you run a desktop.ini file (Windows 7) thru Notepad, the system SOMETIMES creates a [localizedfilenames] section, with list of shortcut links ie:

[.ShellClassInfo]
LocalizedResourceName=Users - Profile
IconResource=C:\Windows\system32\SHELL32.dll,19
[LocalizedFileNames]
Hearts.lnk=@%SystemRoot%\system32\gameux.dll,-10056
Solitaire.lnk=@%SystemRoot%\system32\gameux.dll,-10060
Minesweeper.lnk=@%SystemRoot%\system32\gameux.dll,-10057

Does anyone know what action causes these shortcutName.lnk=@ links & there pointers to the executable file to be created?? It seems that sometimes the entries are created and sometimes the entries aren’t. Thanks in advance - CES
