Windows Defender Not Working/Showing Options to enable Real Time Protection/Not restarting

I am using Windows 10 Pro 1909 x64 version updated to the February 2020 cumulative update.


My update stopped working with the error 0X8008005 which was fixed by a solution by @Jose J Pascual on this forum.


But along with my update, the defender stopped working.


I have tried everything possible which includes:


1. Changing the group policies

2. Changing registry entries

3. Uninstalling several applications which might have affected the defender

4. Force closing and restarting various services

5. Everything that I could possibly find on the internet


But the defender just does not turn on. While going through the solutions, I found that MSASCui.exe is missing from the folder which I am assuming is the issue. But I also could not find a downloadable version of it online.


This is happening the second time. The first time, I had to format my entire system and reinstall windows in order to get things back in order. But this time I am not in a state to be able to format my system. So I will need a fix asap. Please. My system is running without any antivirus at this point. And I do not want to install a third-party antivirus. Please help me with a solution, if there is any.
