Windows 10 Remote Desktop starts on one monitor until I confirm settings

When I start a Remote Desktop session after first turning on my computer, it shows on only one of my monitors. I check the display settings to verify it is in full screen mode and the "Use all my monitors" box is checked, and it always is. Then when I click connect again, without changing anything, it shows in both monitors. But only after I check the settings. And it happens consistently, every time I turn the computer off and back on again. Any ideas? I'm stumped..
