Windows 10 Windows Boot Manager error if USB disk is connected

I'm facing an issue with a PC with Windows 10 Pro 1903.

If there is an USB disk connected to the PC during the startup, I receive an error 0xc00000e9 from Boot Manager (see attached file).
If I disconnect the disk, Windows starts.

With Windows running, the USB disk works fine.

I have checked the BIOS settings and USB boot is disabled.

Do you have any tip to fix this problem?
