Windows 10 How to stop apps from restarting after reboot

I'm running Windows 10 1909 (18363.719) and I would like to know how to prevent applications that I was using before the computer rebooted from re-launching after the reboot and after I log back in. I am not talking about startup apps which are controlled in Task Manager -> Startup. This if for apps like Excel, Google Chrome, Notepad, etc. There does not seem to be any setting in "Settings" to turn this off anymore. Yes, I know about closing all apps before rebooting and using "shutdown /r /t 0" but I am looking for system behavior where it will not launch the apps, not a workaround. A registry setting would be fine but I need to have this fixed for a secure environment. Many thanks.
