Windows 10 High CPU on client during RDP session - HP Laptop RDP client has Intel Celeron N4000 processor

We are using an HP Laptop with Intel Celeron N4000 processor running W10 Home for remote access to an HP Mini desktop.

The RDP experience is not good .. seems to be caused by a high CPU usage on the client. But remote access to the HP mini works well when using a different RDP client machine.

The RDP client machine has very little software installed, and none of the HP factory default software - we uninstalled all of it. Also we have disabled internet access by setting the DNS to 0.0.0.1

Furthermore in an attempt to improve RDP performance, we have set up as follows on the RDP client machine:

Power Saver Plan -> created High Performance plan
App and Browser control - disabled all three settings
Disabled Services - Windows Search - Windows Updates - Diagnostic Policies (4 of these) - Windows Image acquisition
Shut off Windows tips and tricks under notifications and actions
Disabled non-essential Task manager startup items
Disabled Windows FAX and Scan under Windows Features - Print Spooler

The RDP client machine is much better after the above changes, but still painfully slow most of the time.

RDP client machine still shows well above 20% CPU usage, and sometimes 100% .. dwm.exe is sometimes high on the list.

Is Intel Celeron too low powered to do RDP?

Hoping someone can help with this.
