Windows 10 W10 1909 upgrade hangs after first reboot

I am testing an inplace upgrade package using SCCM to upgrade existing estate from W10 1803 Enterprise to W10 1909 Enterprise

The job runs and takes probably about 25-30 minutes and after doing a restart hangs saying applying windows update 100% complete. I managed to get test machine backup. What/where should I be looking to diagnose the cause of the problem
