Windows 10 Default Apps - change IE to Chrome does not retain upon reboot Window 10 1809014 - Enterprise

When trying to change my Windows 10 Enterprise - 1809 Build, default app from IE to Chrome it does not stay upon reboot.

I've tried using the RESET Option, then changing to Chrome, Mozilla or any other browser.

It ALWAYS reverts back to IE as the default browser upon reboot.
