We are in the middle of a Hospital COVID 19 crisis and my team manages 86,000 computers in hospitals. In early March we started the 1709 to 1809 Windows 10 Enterprise Upgrade via SCCM. It was stopped March 18th for future computers but all existing computers in the collection were not cancelled.
It was going well for awhile until we started having hundreds of computers giving the SCCM error that Failed "Operation did not complete because there is no logged-on interactive user".
These are hospital computers and we have thousands of users who are non-admins who logon to them.
The Windows 10 upgrade shouldn't require users to be logged in in order to function.
The issue is that the computers were repeatedly failing until they got into boot loop that required a re-image.
We really need to understand what this error means and why Windows won't complete on some computers but will on others with identical hardware, drivers, patches and OS?
