Windows 10 .NET 3.5 Install (0x800f0818)

I know what you are thinking, "Not this again, this has been answered a thousand times"

.Net 3.5 will NOT install. I have tried everything i can find and more. It is windows 10 Pro, 1809. these have all failed;

Dism /online /enable-feature /featurename:NetFX3 /All /Source:\sources\sxs /LimitAccess
dism /online /add-package /packagepath:\sources\sxs

Set the WSUS server key to 0
