I could not successfully download and open a certain software program (Tor Browser, to be specific). The error message I received indicated that "This program cannot start because api-ms-win-crt-convert-I1-1-0.dll is missing from your computer."
So, I did a google search to find out how to correct this problem. I found the following link, which purported to give an answer:

I discovered that the Microsoft Answers content in that link yields the following information:

Afterwards, I went to the www.sts-tutorial.com/download/api-ms-win-crt-convert link, which instructed me to download a patch that would correct my problem. Naively, I downloaded the patch, extracted the file info, and put it onto my C drive Windows registry.
Well, not only did the patch not work, but, afterwards, I discovered that all of my google searches were henceforth yielding spurious websites. Thus, I conclude that this "sts-tutorial" link - and the software it offers - is just malware or scumware.
Microsoft customer service personnel: please take note, and take appropriate action to protect your users from this malware.
