Windows 10 Windows 10 changes settings itself

Hi,

a few months ago Windows 10 1909 Enterprise x64 (hybrid AD joined) started changing its settings itself.
The first I found - WinRM settings:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WinRM\Client\Allow Basic

It was switched to 0, having disabled possibility to connect to Exchange Online using PowerShell. Ok, I switched it to 1 - worked. But next day it was set 0 again!!! Yesterday this key disappeared from the registry at all:

Right now I don't have problem with Exchange Online, because it looks like Basic Authentication is enabled by default again.

But yesterday I got another problem that really pisses me off. I have three keyboard layouts: ENG, DEU and RUS. I set "let me set a different input method for each app window" as it makes my work much easier. But yesterday it was unchecked. No problem - I set it back, but it is unchecked today too!!! and I'm sure it will be reverted tomorrow again...

Could anybody tell me what is going on? I can understand disabling basic authentication, but why languages???

The last Windows Updated was 15.04.2020 (KB4549951)
There are no any GPOs in on-premise AD related to it.
I didn't find any Microsoft Intune policies related to it as well.
