Windows 10 Custom image with required features

Hi,

After deployment of Windows 10, when connected to internet I am getting the above notification (regardless if my OS language is English or non-English).

Can I perform this task "offline" and make this package as part of image? If I install the language support packages from Windows Store and then create image, Sysprep fails as the packages are always installed for the current user.

1. Can we get /download the associated .appx files (to pre-install).

2. Can Windows Store install apps /features for all users (not for the current user only?).
