Windows 10 Copy/Paste file from RDP session to Outlook email as an attachment

Good morning - Copy and Pasting a file from an RDP session to an email has stopped working on a couple of users. C&P works from the RDP Session to the local desktop then you can copy the file local to an email as an attachment. C&P works from local desktop to RDP Session. This seems to be a local client issue as logging on as the same test user logging into the same RDP session from another Win10 client, that operation works. I'm not finding and GPO, local or domain, that is blocking clipboard.
