Windows 10 Pinned Chrome shortcuts disappear

Environment: W2K16 and W2K19 Remote Desktop session hosts using UPD.
Browsers installed: Chrome 81.0.4044.122 + Edge 81.0.416.68

Situation:
- Users need to open different URLs in different browsers (due to vendor support)
- Thus we have created different Start Menu shortcuts to the different browsers with the different URLs as parameter, so they open in the respective browsers. Shortcuts have different icons.
- Shortcut target can fx be"C:\Program Files (x86)\Google\Chrome\Application\chrome_proxy.exe" https://login.site.com/blah/blah (have also tried with chrome.exe and msedge.exe instead)
- URLs require ADFS authentication, so some shortcuts need to point to the login URL rather than the "actual post-login URL" as some sites do not work if you create a favorite or shortcut from within the browser.
- We also have Start Menu shortcuts for *just* the browsers (so no URL, just the path for chrome.exe or msedge.exe)

Problem:
- When pinning multiple of these shortcuts to the taskbar something, seemingly the browser itself, deletes the extra shortcut after it has been used - or after some random time.

Test:
- Create multiple shortcuts for chrome.exe or chrome_proxy.exe in the Start Menu (%APPDATA%\Microsoft\Windows\Start Menu\Programs) with different URLs as parameter
- Pin multiple of them to the Taskbar
- Click one of the pinned shortcuts
- Chrome launches and after 3-4-5 seconds the other pinned shortcut disappears.

Notes:
- I have seen various different behaviour on this, so it may not be consistent, but I can reproduce it on a new test-user.

Does ANYONE else see this behaviour? :-S
