Windows 10 Directories not writeble during installation of Intel Parallel Studio

I'm trying to install Intel Parallel Studio XE 2019 on WSL (Ubuntu). I'm getting an error message that the following locations are not writable:
/tmp/root/parallel_studio_xe_2019_update6_composer_edition
/opt/intel/licenses

I started WSL from an elevated command prompt and ran the install script with sudo. As far as I can tell these /tmp/ and /opt/ should be writable.
