Windows 10 Windows 10 1909 - cannot open action center as normal user

Hi Guys,

As per Simon's recommendation (Action Center not opening on Windows 10 1909) to open this question in the Windows 10 forum:

We've deployed Windows 10 1909, but the Action Center would not open as a normal user. Users with admin access does not have this issue. There is no group policy that touches this area. The iso used from the VLSC site is the latest that comes with April 2020 patches. Has anyone experienced the same issue?
