Windows 10 Cannot install Feature update to Windows 10 version 1909

A computer running Windows 10 version 1903 for x64-based successfully installs updates for version 1903, but reports that it cannot install Feature update to Windows 10 version 1909. Each time it starts installation, it goes to restart after 1%. Reported errors 0x8007045b and 0xe0000003.

What do we have to do?
