Windows 10 Changing Display Language Screws Up Settings Labels

Changing Dipslay Language at one of our Windows 10 (1909) OS leads to some really weird results. A lots of labels are screwed like Dipslay Settings Resolution shows %1!d!x%2!d! etc. or Language Options shows "Optical Caharcter Recognition %1 (translated from German) instead of Options. Looks to me like it cannot manage to get correct labeling for the installed language. Switching back to en-us fixes this again, beside the fact that even swwitching back to en-us thorws an error, but after a re-ling it is set back to en-us anyway.
Any idea what this issue can be caused by?

de-at (Austria) or ro-ro (Romania) causes the same problems. Any idea?
