New file won't inherit folder's security settings

I know permissions can be confusing. But I'm at a loss as to how to deal
with our problem. New files saved to a folder are readable only by the
creator, when we'd like them available to all users.

Here's a description:

Bob and Betty are members of the Users group.

The server (running Server 2003) has a folder called "CompanyDocs" which is
shared as "Docs".


The "Docs" sharing permission:

Everyone -- Full/Read/Write.


The security on the Docs folder is:

Administrators -- Full/Modify/Read&... (everything is checked except
special)

Users -- same as Administrators above

Allow inheritable is unchecked


Now we drill down several levels to a subfilder called "Johnson"

Security on this is the same as the top folder "Docs" and the 'allow
inheritable' is checked.

Betty creates a new file by saving a new document from Word into the
"Johnson" folder.

Bob cannot open this new file. The security on this file only lists
Administrators and Betty
as having access rights.


How can this behavior be corrected so that a newly saved file will
be available to the entire Users group?

Makes sence what it is doing.


The permissions are going to Administrators and creators.

Add the domain users group to it and give the appropriate permissions to it
(docs or Johnson).

As I said in the original post, we've already done that. Newly created
files
in the folder are not inheriting the permissions of the folder.
