Windows 10 Windows 10 Camera and Microphone Problem

We have few laptops that cannot detect camera and microphone. The drivers are working file and enabled from device manager. These are my findings:

1. The "Allow app to access your camera" in privacy settings is missing. The screen shot below is from a computer with working camera.1597685.png

2. Camera is not found in the start menu unlike those with working camera
