Windows 10 Cannot place web URL shortcut on Start Menu tile

Hi,

Using a layoutmodification.xml file, I am trying to place a shortcut to Google on the Start Menu as a tile, but it is not working no matter what I do. I'm following the instructions here:


Like most MSFT documentation, the instructions do not produce a working result when followed...

The "Google.lnk" file does exist in that path, but the tile does not appear on the Start menu. All other tiles do, just web shortcut. Why? Any insights would be greatly appreciated.
