Windows 10 Tracking licensing, installs and usage in Windows 10? Microsoft have any solutions?

Does Microsoft have any software that can be used to manage Microsoft Licenses? Im not sure what you call this kind of solution, but here are some examples of what i'm looking for....
1. If we have 100 licenses of Office 2019 Professional Plus, and have 150 computers, we need to make sure we dont have Office 2019 installed on more than 100 of those 150 computers. A solution would monitor "installed software" on each Windows client and report on the number of installations at any given time (e.g. 75 installs of Office 2019, 45 installs of Visio, 25 installs of Project, etc.)
2. If we have 100 licenses of Office 2019, we could enter that information into the software so that the software can both report on "licenses vs installs". I could see a report and/or dashboard that shows you have 100 licenses of Office 2019 and 80 installs (and would tell you that you have 20 available installs left). Or vice versa, an alert would be generated when you go over 100 installs.
3. Even better, the software could report on who is actually using the software. For example, we may have 60 installs of Project, but only 25 have actually run Project in the last six months.

Stuff like that. Does that exist?
