Windows 10 Pro 1909 in Workgroup

Windows 10 will boot up to users and login and then go black on multiple users that are admins

Cannot get in Safe Mode

Have tried F8 Shift F8 ^F8

Have tried boot up to login and pull power at least 10 times

Have boot off 1909 USB and try cmd prompt, have tried System restore multiple times

Can try to look at winevt logs app and system

What else can I do?
