Windows 10 Admin permission problem

Whenever I try to access any file that requires admin permission or run any file as admin, Windows takes around 3 minutes to respond and I always get an error message that Windows cannot access the specified, path, device, or file. I may not have the proper permissions.

I already change permissions so that I have full control of the file.


How do I fix this ?
