Windows 10 Alt + Shift + Arrow up/down (outlinemovedown or outlinemoveup)

I'm a huge fan of the keyboard shortcut "Alt + Shift + Arrow up/down", which can re-order any outline be it in Word or OneNote.

Lately, I've experienced a super annoying "feature": I can reorder any numbered list using the shortcut "Alt + Shift + Arrow up/down", but when I let go of the keyboard keys, the line I just re-ordered will suddenly be replace of a SYMBOL.


These symbols can be

  1. A black smiley
  2. A black square with a white dot inside
  3. A dash
  4. Etc.

And each time, I need to do a CTRL + Z in order to restore the content of the sentences I just re-ordered.

If I place my cursor on a blank line, not connected to any numbered list and type "Alt + Shift + Arrow up/down", it will produce a black smiley.

I've spent many hours on Google to try and learn how I can restore. It is as though the shortcut "Alt + Shift + Arrow up/down" serves 2 different purposes at the same time:

  1. Re-ordering numbered list
  2. Inserting symbols

Help please, or I will have to reinstall my laptop, and this seems a bit drastic, however I'm on the verge of doing it :(
