Windows 2003 profile issue

We have a file server that has all share folders. When a domain user tries to
access any shared folders/files in file server, a local user profile get
created automatically under 'documets and settings' folder in C drive. We
have updated windows 2003 Service pack-2 and all pateches repeased till
august-2007.

user profiles are always created under documents and settings regardless if
the profile is local, roaming, or mandatory
if it isn't configured to be local, the local profile is deleted after
logoff
a roaming/mandatory profile is not used across the network. it is copied
locally, then at logoff is uploaded back to the share (for roaming) and
deleted locally
