Windows 10 Random empty folders created in the root

I remoted into a users machine to check on a different issue when I noticed hundreds to these random empty folders in C:\ and I can’t seem to find where they are coming from.

She’s running Win 10 Pro (1909) and the computer is not domain joined and has ESET on there as AV which came up clean for and spyware/viruses. How can I track down what’s been creating these folders?

I deleted all of them yesterday and today there are two new ones.
