Windows 10 How to enable disabled VGA port for a second screen?

Hi, I dont know much about computers and i am having alot of problems with using a second screen.

I would like to connect a second screen (TV, not monitor) and my tower's only HDMI is in use with my current monitor, the only other option is the VGA which the TV has but the VGA on my tower is disabled?

Since im in windows 10 the tips and answers i have seen are not related beacuse they all refer to windows 7-8

am i able to enable the VGA myself? or should i seek professional help?
