Windows 10 KB4551762 Missing on Several Computers and Install Says "This Update is Not Applicable to Your Computer"

I have several computers on our network that our vulnerability scanner has flagged as missing the KB4551762 security update. When I run a Windows Update check on these computers it doesn't download the update and I have verified that the update is not already installed. I've tried downloading the offline installer but when I run the install it says that "this update is not applicable to your computer". I downloaded the correct file based on my Windows version and processor. My Windows 10 version is 1909 Build 18363.959.

I'm not sure where to go from here and any help would be greatly appreciated.
