Windows 10 Dell Precision "bricking" after May 10 2020 update (They blame Microsoft)

I am having a problem with my Dell Precision 7740 slowing to a crawl some time within a week of installing Microsoft's May 10, 2020 update. (Windows 10, Home Edition).

I have an open ticket with Dell, but they are baffled. Eventually they let me send them my machine, but all they did was reinstall the OS. (Dell tells me it must be a Microsoft problem.) I accepted the machine from them and ran all the updates and finished that five days ago. It worked fine until today.

The problem is that all major apps work about 200 times slower, including Chrome, Word, and Visual Studio. I thought it might be the "Elara" virus, but after more research I found that that is a red herring, and Elara is just the name of the touchpad exe.

I have it working now because I rolled back to a known good restore point, but with my experience, I expect it to happen again. So I have two questions:

1. Does anyone know what the problem is and what I should do about it?

2. If not, does anyone have a recommendation on how to track down the problem and fix it?

2a, perhaps there is some kind of system monitor that can identify what is slowing down all processes? Note, Microsoft's System Monitor just shows all the apps running at approximately 2% of processor. Is it possible the OS itself (maybe its scheduler) is getting corrupted

As one can see, this problem is making this machine worthless and I am losing all of my productivity fighting a problem I can't even identify.
