Windows 7 Phone and Modem Option

Hello all,


I work for a company as a helpdesk tech and we are currently running windows 7 in a Citrix environment. We are trying to configure a service in Phone and modem for a user and for some reason, the "add, remove and configure" options on the advanced tab are greyed out. I am able to access it however on the same windows 7 image but only if I am signed as myself. Our team found that we have access because we are domain admins, if we are removed from that group our options turn grey as well. Does anyone know if these options can somehow be getting blocked through Group Policy? Also we are unable to access it if we try running control panel as admin/different user. Any Ideas? Ive attached a pic of what it looks like. I feel like its group policy but not sure what policy would specifically keep those options gray. Any help is appreciated! Thanks!




*Note- all of the options are gray for the user, not just the one highlighted. Seems to be the Advanced Tab specifically.
