Cannot open virus and threat protection in Windows Security

I don't know since when this problem happens to my laptop. Before this I have always other kinds of antivirus app like avast or kapersky. Recently i just decided to remove all antivirus Because I thought the currently Windows Defender is good enough yet I cannot open it and the popup as shown below appear. Please help me solve this issue. Thank you
