windows 10 full scan ignores ScanAvgCPULoadFactor - is this just me or is this a bug?

Hi, I only use Windows Defender Antivirus , but the FULL scan is not obeying ScanAvgCPULoadFactor which is currently set to 50%. Quick scans are fine and don't exceed the threshold, but the full scan is using 90-95% of the CPU. This makes the laptop unusable when a full scan is running.


Is anyone else having this issue ?
