Error Starting Program

The COMDLG32.DLL file is linked to missing export USER32.DLL

I get the above message whenever I try to open any program.

I cannot save or run any program on that computer, which is
a laptop with Windows 98 first edition.

I don't have a reinstall disk.

Try Start > Run and enter SFC. Search for that one file, if found it
can be restored. Don't restore any files with the search based on
size or version, it could void any updates you have made.

Read the whole article.

It looks like you should replace the comdlg32.dll file with Commdlg.dll

More info from that page :
NOTE: If you are using Windows 98, and Windows 98 starts, use the System
File Checker tool to replace the damaged file with a new copy of the
original file. For information about how to use System File Checker, click
Start, click Help, click the Index tab, type "system file checker" (without
quotation marks), click Display, and then double-click Using System File
Checker.

Otherwise, restart your computer to a command prompt, and then copy the
<name> file from the Windows\Sysbckup folder to the Windows\System folder.
This replaces the existing file with the Windows version of the file.

1. Start>Run>SFC <enter>
2. Using the Extract a single file option, extract a new copy of
COMMCTRL.DLL.
3. DO NOT use SFC to scan the system for changes/corrupted files. It's
dangerous to do that.
