I was able to perform a full scan, and a quick scan which did not find any malware. Neither did Eset or Trend Micro Housecall. I was able to run an offline scan last month, but cannot do so now on my HP laptop. I was able to do so in my old Toshiba laptop. The HP is newer. I have run the scannow which did not reveal corrupt files. Is there any way I can uninstall and reinstall Windows Defender to fix the issue? When I look at my task manager there is nothing untoward/suspect. When I tried to run lines in PowerShell, they didn't work. Command says it cannot find file. Same thing with commands in Command Prompt. Searching online shows this has been a Windows issue for years. This has never happened to me before and I have been running Windows on various computers since 2003...starting with XP, 7, 8, and 10.
